Governor Ron DeSantis Appoints Four to the Florida Inland Navigation District Board of Commissioners

 Tallahassee, Fla. — Today, Governor Ron DeSantis announced the appointment of Randy Stapleford, Stephen Boehning, Carl Blow and Buddy Davenport to the Florida Inland Navigation District Board of Commissioners.

Randy Stapleford

Stapleford, of Palm Coast, is a retired United States Navy Captain who served for 35 years as an Aviator, Attaché, Director and Commanding Officer before earning an honorable discharge. He also has handled district outreach and military affairs for three congressmen, currently serving U.S. Rep. Michael Waltz and formerly serving U.S. Rep. Jason Altmire and U.S. Rep. Ron DeSantis. Stapleford is a member of the Navy League of the United States, Vietnam Veterans of America, Veterans of Foreign Wars, Disabled American Veterans, American Legion and the Flagler Tiger Bay Club. He earned his bachelor’s degree in management from Widener University, master’s degree in national security and strategic studies from Naval War College and a master’s degree in business management from Salve Regina University.

Stephen Boehning

Boehning, of Vero Beach, is the President and Principal Engineer at Coastal Waterways Design and Engineering. He has been involved with the Florida Floodplain Managers Association, Indian River Code Enforcement Board and the Clean Space Cooperative. Boehning is a certified floodplain manager and licensed professional engineer. He earned his bachelor’s degree in civil engineering and his master’s degree in ocean engineering from the Stevens Institute of Technology.

Carl Blow

Blow, of St. Augustine, is the owner of Great Oaks Properties. He served in and received an honorable discharge from the United States Navy and has served on the Florida Inland Navigation District Board of Commissioners since 2009. Blow has also served on the City of St. Augustine Planning and Zoning Board, St. Augustine Port, Waterway and Beach District and the St. Johns County Industrial Development Authority. He earned bachelor’s degrees in real estate and urban planning and building construction technology from the University of North Florida.

Buddy Davenport

Davenport, of New Smyrna Beach, is the President of Buddy Davenport Insurance Agency. He has been involved with the Florida Hospital Foundation, Southeast Volusia Chamber of Commerce, Kiwanis International, Fraternal Order of Police and the Utilities Commission of New Smyrna Beach. Davenport earned his bachelor’s degree in business administration from the University of Arkansas.

These appointments are subject to confirmation by the Florida Senate.
